I had the same problem on a brand new machine, after installing IIS 7.5, Visual Studio etc. I ended up refreshing ASP.NET registration and it worked. C:\windows\Microsoft.NET\Framework64\v4.0.30319> .\aspnet_regiis.exe -ir C:\windows\Microsoft.NET\Framework64\v4.0.30319> iisreset
